I have written a debian packaging, using the standard debian packaging tools, that builds a libgourou .deb package from the release tarball.
Feel free to use is as a basis for an official debian package: https://github.com/steinarb/libgourou-debian
I will also notify the RFP issue about the packaging's existence.

Thanks for your work ! It would be great to have it included in official Debian release, but really not sure about this as libgourou handle DRM which can lead to legal issues...
If RFP fails, I'll think about integrating your package here.
